"We have reached a clarified framework on the training and equipping of the Syrian opposition, in negotiation with the US," Cavusoglu said on Friday.
In October, Washington said it reached a deal with Ankara to jointly train and equip 2,000 militants of the so-called Free Syrian Army at a base in the central Turkish city of Kirsehir as part of the US-led coalition against the ISIL terrorist group operating in Syria and Iraq.
Turkish officials say an additional 3,000 militants fighting in Syria would be trained in several other countries.
Turkey has come under international criticism for allowing thousands of foreign terrorists to join Takfiri groups such as the ISIL, which has captured some parts of Iraq and Syria.
The Takfiri militants have been carrying out horrific acts of violence, including public decapitations and crucifixions, against Syrian and Iraqi communities including Shias, Sunnis, Kurds and Christians.
